They are created from the CA and HoD event. When you receive the item in HoD it will transfer to CA and you can make it there. Done the once so far and no boots for me. The summoner needs to score in the higher damage percents to be able to get the Soul.

you do not have to be the summoner to get the soul, just do about 800K on the HoD side. Thats what i did and i got the soul. The Fire side is another story, I have not got a thing yet.

I don't understand about boots—I've been playing HoD for a while, and got plenty of pairs as loot, but nothing in CA…which I've just gotten back to.
Just what exactly do I have to do to get/make a pair?

I got the boots too in HOD and nothing in CA. Only boots that are obtainable sort of is to make over 7 million damage on Azeron. Then you get them

I wonder who was the brains behind that one - excessive overkill damage to Azeron? :P
Seriously, they should at least let us buy Boots after a certain level. Oh well, complaining here is useless. lol Maybe someone already pointed this out at official forum. At least now I know not to look for boots and instead just try and get my other items as best as I can by battling monsters and dragons.
